Is Reverse Phone Lookup Legal in Virginia?

Yes. Virginia does not restrict the personal use of reverse phone lookup services. Virginia holds a historically significant position in US privacy law: its VCDPA was the second comprehensive state privacy law after California, and became the template most other states have followed. The Fair Credit Reporting Act (FCRA) prohibits using lookup results for employment, tenant, or credit decisions in every state. Virginia's VCDPA provides additional rights on top.

The Virginia Consumer Data Protection Act (VCDPA, Va. Code Ann. § 59.1-571 et seq., enacted HB 2307/SB 1392, March 2, 2021, amended 2025) has been in effect since January 1, 2023. Virginia's law is the model for Indiana (IN-CDPA), Kentucky (KY-CDPA), New Hampshire (NH-DPA), Rhode Island (RI-DTPPA), and others - so understanding VCDPA largely means understanding the framework used by much of the country.
