Bangladesh Telecommunication Regulatory Commission (BTRC) , Dhaka, announces the new numbering plan of Bangladesh, which will be implemented shortly.
1. Introduction
1.1 The National Numbering Plan (NNP), last reviewed during 2001, covered basic as well as other services like cellular mobile, paging, etc. Though it could cater to the needs of existing and new services for another few years, yet it was felt necessary to rationalize and review it because of the introduction of a large number of new telecom services and opening up of the entire telecom sector for private participation. The existing Numbering Plan was formulated at a time when there was no competition in the basic telecommunication services and the competition in cellular mobile services had just started.
1.2 The existing Numbering Plan having certain limitations and bottlenecks which were likely to create complications in the telecommunication growth in the country, it was felt to review it and to formulate a plan, which will be futuristic, flexible and could cater to the numbering needs for about next 25 years in respect of the existing and likely new services. Keeping this in view, the new Numbering Plan has been formulated for a projected forecast of 100% tele-density by the year 2031.
1.3 Main objectives of the plan:
a) to plan in conformity with relevant and applicable ITU standards to the extent possible.
b) to meet the challenges of the changing telecommunication environment.
c) to reserve numbering capacity to meet the undefined future needs.
d) to support effective competition by fair access to numbering resources.
e) to meet subscriber needs for a meaningful and user-friendly scheme.
f) to standardize number length wherever practical.
g) to keep the changes in the existing scheme to the minimum.
1.4 Only the decimal character set 0-9 has been used for all number allocations. Letters and other non-decimal characters shall not form part of the National (Significant) Number (N(S)N).
1.5 Dialling procedure as per ITU-T Recommendation E.164 has been followed.
1.6 Some of the salient features of the National Numbering Plan (NNP) are as follows:
• N(S)N is ten digits for both the basic as well as the cellular mobile services.
• Basic to cellular mobile service calls shall use prefix “0“.
• Basic services shall be accessed by cellular mobile using “0“.
• Carrier Access Code (CAC) for ILD has been reserved as “10“ to cater for multiple ILD Scenario in coming years.
• Separate Carrier Identification Codes (CIC) has been earmarked for toll and non-toll quality ILD services.
• All the service providers shall use “100“, “101“ and “102“ for Police, Fire and Ambulance services respectively.
• Intelligent network service access codes shall be available on “08“ series.
• Certain level “1“ codes are earmarked for all service providers to offer various subscriber related services, as per their choice, within their network.
• Enough spare levels/codes are reserved for future needs.
1.7 Structure of the international public telecommunication number

2. National Numbering Plan (NNP)
2.1 Level “0“
2.1.1 Sub-level “000“
The prefix “000“ shall be used for home country direct service (bilateral) and international toll free service (bilateral). Format used: 000 + Country Code + Operator Code except “000800“ which is used for bilateral international toll free service.
2.1.2.1 Sub-level “0010“ – International carrier access (prefix) code: Toll Quality Service
The prefix “0010“ shall be available for selection of International Carrier Toll Quality Services. It will be followed by International Carrier Identification Code (ICIC), Country Code (CC) and N(S)N. This shall be applicable only after ILD Sector is opened up for competition.

Initially ICIC shall be a two-digit code. The allotment of ICIC may start from “10“ and codes “00“ to “09“ may be kept reserved. This will be sufficient for allotment to 90 international long distance service providers considering that maximum of two codes may be allotted to each service provider depending upon toll quality and non-toll quality network.

2.1.5 Level “01X“ – Reserved for national mobile services and value added services. Level “2“ to “5“ and “9“ are allocated for geographical (zonal based) numbering scheme.
2.1.6 Sub-level “01“ – Service (prefix) codes. The level range “01“ is to be used for cellular mobile and other national services.
2.1.7 Levels “06“, “07“ and “08“ – Reserved as New Service (prefix) Codes
Level “08“ with codes “08XXX“ is reserved for allocation at future dates. This shall include allocation for IN Services. Levels “06XXX“ and “07XXX“ shall also be available for future requirement of new services including 3G Mobile Services, VOIP Networks and Number Portability.
2.2 Level “1“ – Special services
Level “1“ is used for accessing special services like emergency services, supplementary services, inquiry and operator-assisted services. Some sub-levels have been allocated for use by access providers (operators). These levels can be used for providing the services within their network. The detailed allocation of level “1“ number range is given in Annex II.
2.3 Levels “2“ to “9“ – PSTN number. The numbers starting from “2“ to “9“ are available for allocation for PSTN within Zila.

1.3 General guidelines
1.3.1 10-digit N(S)N is considered sufficient for more than 25 years.
1.3.2 It is further proposed that Zonal Headquarters shall be identified as below in Table IV for the first mandatory point of interconnection within the Zone.

1.3.3 Operators shall be free to have additional points of interconnection between themselves in case they so desire.
1.3.4 It will be observed that a maximum of 3 digits would be adequate to route any long distance call for these Inter-Operator Zonal POIs.
1.3.5 These Zones could be considered for the purposes for Inter-Operator Carriage settlement mechanism and even could form the basis of subscriber tariffs.
1.7 Numbering illustration for fixed services is given below in Table V.
